Is skype good for international travel?

I'm traveling to south Korea- and I don't want to pay the outrageous international cell phone plan from Verizon, I heard skype would be good, because Seoul is basically one giant hot spot and I have an iPhone 4. Is this true? They have an international plan as well, that includes Korea and it's fairly cheap. Is this a good plan, or should i seek different communications options?
